fix and re-enable d/t/sssd-smart-card-pam-auth-configs-tester

sssd removed the implicit files provider, which needed adjustments. https://sssd.io/docs/files-provider-deprecation.html I've included that patch in Ubuntu in 2.12.0-1ubuntu1.
