Don't require libgdm-dev on s390x or non-Linux architectures

Jeremy Bícha requested to merge jbicha/sssd:gdm-arches into master

gdm3 is linux-any and will soon not be available on s390x. See https://bugs.debian.org/906016 for more details.

This merge request allows sssd to build on these architectures.
