These settings must be the same on all branches in this repository since
they all share the same 'upstream' branch. A merge of 'upstream' to the
'ubuntu-17.10' branch will fail without these settings, since 'upstream'
has been stripped of debian/*/* in previous commits.

Without this change gbp import-orig would try to merge the new upstream
on the master branch even when invocated with the ubuntu-17.10 branch
checked out.

There is an internal compiler error on GCC-6.3.0 on arm64.
Workaround the error by making use of different function to
compare floats.
