d/patches: Add 'xdg-shell: fix reported WM capabilities'

Diederik de Haas requested to merge diederik/sway:xdg-shell-bugfix into debian/sid

In upstream's PR #8862 was a bug reported regarding fullscreen, together with its fix. PR #8863 was a backport to the v1.11 branch.
Add that bugfix to d/patches until a new 1.11.x release is made.
