Fix both RC bugs, minor cleanup.

These fixes allow gvpe to build again in unstable, and link against openssl 1.1. I have poked upstream about the openssl 1.1 patch, and will likely notify him about the issue with getopt.(c,h)

  • Update Standards-Version to 4.1.3.
