dekko: revive qmf (Qt Messagingframework) package

Upstream is https://code.qt.io/cgit/qt-labs/messagingframework.git/. Need to check fixes and additions in https://gitlab.com/dekkan/messagingframework and apply them as patches on top of the most recent version of qmf (for now).
