Build GTK4 library

@biebl I built this locally while I was seeing what more we needed to do to get gnome-control-center 42 working. This was enough to get gnome-control-center to build and run for me. (I still need to figure out the colord-gtk packaging.)

Since we need to go through the NEW queue anyway, we could split the developer docs to a separate package if you want.
