d/libpam-modules.{pre,post}inst: Remove outdated code in maintscripts (Closes: #1017695, 1017696)

The last code that used handle_profiles_with_removed_modules in preinst has been deleted in e04fc4e0.

Similarly, postinst contains a redundant test against version 0.99.7.1-3, a version older than the version of libpam-modules available in old-old-old-stable (1.1.8-3.6), and that can thus be removed.
