add dla-1580 advisory

Antoine Beaupré requested to merge anarcat/webwml:dla-1580 into master

this is another test, this time against a template generated by gen-DLA in the current security tracker. this also required changes to the parse-dla.pl script, which will be provided separately.

this is a test because I want those changes to be reviewed by a peer, but they can be probably merged as is.
