LTS cleanup

Antoine Beaupré requested to merge anarcat/webwml:lts-cleanup into master

This addresses some of the issues identified by @larjona in bug #859122, specifically:

  • update and adapt README to LTS process
  • remove old scripts relevant only for the main secteam process (and even there, maybe not at all)
