Update constitution for GR 2022-001

Russ Allbery requested to merge rra/webwml:constitution-2022-01 into master

Apply the change specified in the winning option in GR 2022-01 about vote secrecy, with one change: capitalize Developer and Developers, consistent with the rest of the constitution. Archive the previous text as constition.1.8 and update the supersedes and superseded by history.
