Update social contract for GR 2022-003

Russ Allbery requested to merge rra/webwml:social-contract-2022-03 into master

Update the social contract with the changes in the winning option of GR 2022-003. Use the same formatting for supersedes and superseded by as the constitution, save the old version as version 1.1, and update the history messages.
