Create gitlab CI configuration

Wouter Verhelst requested to merge wouter/webwml:master into master

This creates a .gitlab-ci.yml file to do a test build on every commit. It would build only the languages that are actually touched in the most recent commit, plus English (always), and then serves that on pages.debian.net.
