add DLAs to listings

Antoine Beaupré requested to merge anarcat/webwml:dla-list into master

While DLAs are available on the website, they are not linked anywhere and therefore orphaned. It seems to me they should be linked in the main listings like the other advisories, at least in the yearly view.

This doesn't touch the "main" view, as that includes the RSS feed and I'm not sure we want to include DLAs in the main feed.
