Revise based on Kurt's feedback

Increase the time before the Secretary must call for a vote to seven days, remove ballot summaries from the requirement for starting a proposal and make them up to the Project Secretary, fix wording around the last 24 hours of the discussion period, standardize section and paragraph cross-references, and fix various other wording issues.
