Bump debhelper compatibility level to 12

Get rid of debian/compat by build-depending on debhelper-compat.

The only relevant difference from compat level 11 is that dh_dwz is
now run, which decreases the size of xterm-dbgsym by about 40% at the
cost of a few extra bytes in the xterm package.
