update autogen.sh as debian patch

take update from upstream git repo
( https://cgit.freedesktop.org/xorg/lib/libXcursor/plain/autogen.sh )

autogen.sh is not in the tarball, so it has to be provided as a debian patch

Also, fix tabs in dh line in debian/rules
