Fix some issues reported by lintian
- Trim trailing whitespace. (trailing-whitespace)
- Use secure URI in debian/watch.
- Update standards version to 4.6.2, no changes needed. (out-of-date-standards-version)
- Opportunistically check upstream PGP signatures. (debian-watch-does-not-check-openpgp-signature, debian-watch-file-pubkey-file-is-missing)
