iris: Implement the Gen < 9 tessellation quads workaround 

Fixes several CTS tests:
- KHR-GL46.tessellation_shader.vertex.vertex_spacing
- KHR-GL46.tessellation_shader.tessellation_shader_point_mode.points_verification
