New upstream version, housekeeping and fix autopkgtest

Hello,

This MR does many things:

  • update to new upstream version
  • fix linking provided libraries and autopkgtests, closing #1062799 (bug preventing the migration of shaderc to testing)
  • lot of housekeeping

I'm not a DD, so the best I can do is upload the package to mentors.d.n and ask for a sponsor.

(please enable CI on your repository, I did it on my fork, it allows to easily spot potential issues before uploading)
