Unify validation of OpCopyMemory* 

Fixes #1800

* Refactored duplication of code between OpCopyMemory and
OpCopyMemorySized validation
* Fixed some bugs in OpCopyMemorySized validation
* Replaced asserts with checks
* Added new tests
