Validate Volatile memory semantics bit (#2672) 

* Can only be used with Vulkan memory model
* Can only be used with atomics
* Bit setting must match for compare exchange opcodes
* Updated memory semantics checks to allow constant instructions
generally with CooperativeMatrixNV
