tests: Modify `vk_layer_logging.h` for hdr 1.1.95

The `VkDebugUtilsObjectNameInfoEXT` member of the
`VkDebugUtilsMessengerCallbackDataEXT` struct was turned const in Vulkan
header 1.1.95 and modifications were required for compilation
