Update to 0.0.3-1

Something that tripped me up a little bit while working on the package:

• Upstream now builds .vapi files allowing to use libcellbroadcast from Vala.
• The <nogir> profile is currently not yet doing much as upstream is not yet installing the GIR files, but only building them for the .vapi files. Therefore handling nogir in d/rules is also not needed yet

And since yesterday evening sbuild started failing to create a session, so I'm not 100% sure about build-deps yet; particularly those marked <nogir>

CI currently fails in the same way too, which is http://bugs.debian.org/1118100 + http://bugs.debian.org/915948:
