d/control: libfeedback-0.0-0 recommends feedbackd

Users running the library typically want the daemon installed as well. While a "Depends" would also make sense we use "Recommends" since e.g. libmm-glib0 does the same and we like packaging practices to be consistent in the DebianOnMobile team.
