New upstream development snapshot

@a-wai Any objections to uploading a libqmi snapshot to experimental this would help eSIM and also make it easier for people to run MM developement versions.

If that looks o.k. I'll push upstream/latest and pristine-tar as well but wanted to check upfront not mess up those branches.
