phosh-phone: move `wys` to Recommends and release version 9

So far, wys is only useful on the Librem 5, toher platforms don't need it as audio routing for calls is all done in hardware. It should therefore be possible to uninstall (or not install at all) wys on those devices without breaking the whole metapackage stack.

This MR also drops phosh-mobile-settings from phosh-full Recommends as it was added to phosh-core, and updates the changelog for a new package release.
