d/control: Add depencency on kbd

This provides chvt, which is required for Phosh's service to start. On most systems it's likely pulled in by another Recommends somewhere, but in Mobian's minimal installer environment it isn't available.

This is only needed for the phosh.service (so e.g. not when running under phrog/phoc) so could you make it a Recommends: ?

I went with dependency because we'd still not have it where I found the bug (it's installed with --no-install-recommends) but you're right, there's no point forcing it when 99% of users don't actually need it.
