various packaging fixes

I've been dog-fooding sxmo-utils on mobian / pinephone pro for a week, and these changes to the package fix many issues I've had with it.

Unrelated to the changes in this PR, to make MMS work I submitted a fix to mmsd-tng: mmsd-tng!55 (merged)

Also required this package: mobile-broadband-provider-info
