PD negociation flickering when connected to PBP dock
Describe your issue
PPP is not adjusting well the power delivery switching (flickering insanely) between 3A 1,5A 0,5 A.
Expected Behavior
PPP always give the required amount of power to the pinephone pro
Observed Behavior
PPP adjust well the power delivery at startup with all devices connected PPP start flickering the power current when a device is removed or the phone itself is disconected then reconnected to the dock.
It seems that a script is ajusting the phone "rk818-charger" applying input current limit when a device is pluggedin to the external usb powered hub ports. Which should not be the role of the phone but the role of the dock himself.

Steps to reproduce the bug
- while PPP connected to the deck and powered thrue it.
- disconnect the PPP from the deck.
- connect PPP to the dock while it's connected to the power or connect PPP to the dock in the wrong way
