mobian-tweaks-common: enable warm reboots on panic to catch kernel crash/hangs

Andrey Skvortsov requested to merge skv/mobian-tweaks:pstore-support into mobian

warm reboot is needed to preserve RAM content after reboot. Normal reboot on OG PP uses PMIC to reset the whole system and memory content is lost in this case.

Last kernel crash log is saved in kernel pstore and copied by systemd-pstore to /var/lib/systemd/pstore.
