As defined by DEP14, the default Debian packaging branch name should be 'debian/latest' instead of 'master.

WIP: This is work-in-progress I started in January 2024, but got stuck on. I am publishing it as a draft MR in case that is of any benefit to anyone. I may or may not complete this some day.
