debian: build adbd package

Arnaud Ferraris requested to merge a-wai/android-platform-tools:adbd-33 into debian/exp

While this requires a few patches in order to actually build on non-Android systems, adbd can be a useful tool for embedded developement and probably other use cases.

As it was previously shipped as android-tools-adbd (up until upstream version 5.1.1), we also need to conflict with and replace this package with the new one.

Package adbd built from this commit has been successfully tested on amd64 computers (using network transport) and arm64 devices (PinePhone Pro, using USB transport).
