since base-passwd 3.6.1 the _apt user is in the default /etc/passwd, so we can drop calling adduser in the postinst

This was implemented in debian/base-passwd@dc157c65

Marking this as draft because base-passwd 3.6.1 is not yet released.

This also makes the craziness of MR !254 (closed) obsolete. At least we got some nice improvement for useradd and some more for mmdebstrap while discussing that one. 😄
