Add Libproxy support

Jan-Michael Brummer requested to merge jbrummer_vw/apt:libproxy2 into main

Currently automatic proxy server are not respected by apt and therefore leads to serious issue in those environments as different repositories might have different proxy servers. This is currently not solveable using the static configuration files.

Add Libproxy support which does the heavy lifting and also supports proxy configuration extraction from different desktop environments and system configurations.
