"safe-upgrade" manpage and code comment fix to document "upgrade" alias

"upgrade" is recognized as an alias to "safe-upgrade",
but this is undocumented in the manpage.

The comment in code for "safe-upgrade" used a term "full upgrade",
which could be mistaken for "full-upgrade" command.
