Debian/sid

I hope this merge request abides by all the conventions. I was trying to follow the instructions from https://wiki.debian.org/UpdatingaPackagetoNewUpstreamVersion in creating it.

All of the jobs in the CI pipeline now pass. If this merge request is accepted, I will prepare subsequent release (1.2.0 and 1.2.1).
