Ship sample configs for meshctl in docs.

meshctl won't run without these two json files copied to ~/.config/meshctl (or somewhere else and pointing it to them). Looks like Fedora and Gentoo both ship them in the /usr/share/doc/... tree, so that's what I did here. It's branched off of the Bullseye version since that's what I'm running, but can be rebased as desired.
