d/control: Depend on libsdl1.2-dev instead of transitional -compat-dev

The src:sdl12-compat source package has now taken over libsdl1.2-dev from src:libsdl1.2, turning -compat-dev into a deprecated transitional package which should be removed after Debian 13.
