Update logcheck rules

Update logcheck rules - see the commit messages for details, but currently none of them match anything, and there is no need to duplicate the rules between the three directories: one file is enough

NB: the last commit in this series adds the changelog from 1:2.2+10~g7ed88a0-6.1 which was not in the git repository, you can drop that (or let me know and i will) that if you would like to add the nmu in some other way

NB: i think that the repository is missing a tag for the upstream commit that should be used to build the package - i think this is 9c7205dd
