setup-testbed: always include phased updates

Julian Andres Klode requested to merge jak/autopkgtest:always-include-phased-updates into master

We just saw odd failure to retrieve source code for phased package with the APT SRU that enables phasing for not-installed packages.

So enable the always-include-phased-updates option to revert to the classic apt behavior.
