buildvm-ubuntu-cloud: add a --ram-size option

This option is lifted straight up from autopkgtest-virt-qemu. The issue it aims to solve is that the VM is sometimes underpowered for the post-setup command, or even the cloud-init setup stage itself, as I recently had the case for ppc64el.
