tests: make testpkg an Architecture: any package

Paride Legovini requested to merge paride/autopkgtest:make-testpkg-arch-any into master

This will allow proper testing of the upcoming foreign architecture testing feature, as an Architecture: any package can be cross built and installed as a foreign arch package.
