Cross arch testing

Here is a first pass at an implementation of a -a $arch argument to autopkgtest, to permit cross-architecture testing.

This is wanted for Ubuntu because i386 is going away as a host arch but compatibility libraries are being kept, so we want to test these in an environment that models how they will actually be used - on an amd64 host.
