Update packages.cloud.google.com GPG key for GCE.

Zach Marano requested to merge zmarano-guest/debian-cloud-images:gce into master

The GPG key for packages.cloud.google.com has been updated to include a new key for the backend transition to Google Cloud Artifact Registry. The keyring is available https://packages.cloud.google.com/apt/doc/apt-key.gpg

This is of course the bootstrapping key used to download the google-cloud-sdk package for GCE.
