Generate trixie-backports images

Noah Meyerhans requested to merge noahm/debian-cloud-images:master into master

Provide images including the backports kernel. This produces images usable by people who need the latest kernel for some reason. I've validated the generic image in qemu and confirmed that it installs the 6.16 kernel as expected.
