Temporarily stop processing bullseye-backports for azure

Bullseye-backports builds for azure will fail until https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1109891 is resolved by the kernel team. So stop trying to build it. This will let us continue to build and release it for other supported environments.
