Upstream release IMX_CST_TOOL_NEW 4.0.0

Tobias Deiminger requested to merge tdmg/imx-code-signing-tool:cst_4.0.0 into debian/unstable

This imports upstream release 4.0.0 and updates the Debian package accordingly. Most notable changes:

  • Build system changed from plain Makefiles to cmake.
  • HSM backend became BSD-3 licensed and can now be enabled.
  • More tools: hab_log_parser, ahab_signed_message, hab4_pki_tree, ahab_split_container, hab4_image_verifier, ahab_image_verifier.
