Skip crypttab entry whose detached header with no keyslots

This skip crypttab entry whose detached header has no keyslots. After the whole decryption, there will be no keyslots in the detached header. If crash appears before removing header value in crypttab entry and user reboots the computer, cryptroot will deal with a detached header with no keyslots.
