fix gender-specfic languages and remove obsolete web forum
This port intended fixes to the old SGML source to DocBook one.
Since the English text content has changed significantly, not all patches are applied since target tesxt has been removed.
Also, for stylistic change on "etc.", I am keeping it as is since I am non-english speaker.
